Details:
When an [ai] tag contains both recruitment_ignore_bad_combat=yes and
recruitment_ignore_bad_movement=yes, the AI seems to cease recruiting
altogether. It recruits if either one is present, but not if both of them
are.
This seems to be a very recently introduced bug, since I can reproduce it on
cycholka's r25597 build but not on the earlier r25476 build.
This breaks for instance the Valley of Death in HttT completely.
