Details:

If the AI is not in range to attack it will not do anything but this behavior
is variable. In the attached saved game you'll see the AI approach for the
first wave and attack but every subsequent wave will not move at all and just
pile up on the sides. For the AI settings aggression is set to 1 and caution
is set to 0. I have tried using [target] and other things to get the AI to
move but it won't work

For some reason campaigns do not have this problem so I thought it might have
something to do with no_leader=0 but changing that 1 had no effect. I am
really stumped on this. I have tried another MP scenario (temple of the
nagas) and had a similar but different problem. In that game, the AI
approaches by 50% of its MP and then never attacks.

This exact same code in the 1.4 branch works perfectly. Something really
weird is going on with the AI.
