Follow-up Comment #1:
Actually, sorting by XP in the recall list is different from the default
ordering: it just sorts by the X component of X/Y, and ignores level
entirely. This is logical but not very useful. The fact that the unit list
does a lexical sort rather than a numeric one seems like an outright bug;
I'll check in a fix to make it match the recall list's behavior momentarily.
Making it do the Right Thing, which I think is for sort-by-XP to have the same
semantics as the default ordering of the recall list, will be slightly more
work, but this seems like a reasonable FR and I'll take care of it.
