Follow-up Comment #7, bug #14577 (project wesnoth):
The problem is that cairo doesn't work on Win 98 and that it seems to work
for some people with KernelEx. This means the problem isn't in Wesnoth so we
can't fix it. (Stopping to use cairo is not an option.)
If you have examples of other platforms which have the problem please post
more details about which platform and preferably a screenshot.
