b) This is not true; Wesnoth uses both SDL_TTF and cairo for text rendering,
SDL_TTF is slowly being phased out. The campaign dialog got converted for
1.7.x and also a some in-labels, but not all. In 1.6.x the ingame message and
the language selection dialog already used cairo. So that means as soon as a
text gets converted from SDL_TTF to cairo that text no longer renders
properly. And the screenshots proof this thesis.
c) Yes I also hope the OP still will provide this information.
d) I also am puzzled why the OP only reports it on the campaigns, which
indeed seems to imply s/he has a newer version of Windows, but without
further information I won't be able to look further into the problem.
If you find a way to get cairo working on Windows 98, with some changes to
the Wesnoth code I'll be happy to look at them. Whether or not it's nonsense
to try it is up to you. When you try you'll probably learn something which
can't hurt and if you succeed you'll make some Win98 users happy.
