Follow-up Comment #4, patch #1610 (project wesnoth):
Here's a revised patch for this. I think I fixed all the comments.
* There are new files, unit_helper.{c,h}pp, with just those two tiny
functions them so far. Perhaps future refactoring will move more of
unit.{c,h}pp into here.
* game_state gained a phase property which can be used to definitively
determine what phase of the game has been entered. Only PLAY is safe for
local/remote choices - this is when turns have commenced.
* I added a changelog entry.
