Details:

I suggest to guard multiplayer campaigns from being loaded by #ifdef like it
is done for singleplayer campaigns since ages.

So a counterpart to the [campaign] tag that defines the #ifdef, difficult
levels and so on could do the trick.
It could be named [multiplayer_setup] (since it is useful for single
multiplayer scenarios as well) and would work like it's 
singleplayer counterpart.
