Details:
Anyone can pick up the Rod of Justice, as you can see with the dwarf in the
attached save game. The text tells us that "Only a person who is good of
heart..." can use it. In early versions of the campaign I remember that meant
Tallin only.
So I think it is a bug that anyone can pick the Rod up, and that it is
supposed to be Tallin only.
Also, if it is not a bug, then there should be a choice whether to pick it up
or not. The scenario gives such a choice for the holy water.
I see in the forums that someone noticed the same thing in 1.8 so this bug is
probably there too.
