Follow-up Comment #1, bug #17412 (project wesnoth):

I don't think there is a consensus on whether debug should be available in
multiplayer mode. The current situation is due to Crab's patch (r41211). I
guess I will just unify this mess. In other words, debug mode will always be
disabled in multiplayer, but it will now be possible to enable it when wesnoth
is started with -d.
