Follow-up Comment #5:
Timotei tested further and it seems when activating Windows again the state
of the keyboard is wrong, so the problem is in SDL. It seems like this bug
[1].
A work-around is to press ALT after getting back to Wesnoth, after which the
ALT works as expected again.
