Follow-up Comment #1, bug #19656 (project wesnoth):

Similarly, units don't take poison damage on their first turn if poisoned
before their side has had a turn.  It appears that most of the start-of-turn
calculations are skipped on a side's first turn.  This should probably be
changed.
