Follow-up Comment #5, bug #19656 (project wesnoth):

Sorry for not getting back to this sooner - the April 25th message
corresponded with gna's mailer running out of disk space, so I had no idea
that anyone had replied to this.

For any WML author who does not like the intended behavior, a simple
workaround is to set "turn_at=2" in the [scenario] tag.  Of course that will
mean any poison, healing and [object]duration=turn set from the beginning of
the game doing their thing before even side 1 can react.

I think this behavior could stand to be better documented, so I'll look around
on the wiki for appropriate places to mention it.
