Your question assumes that the host has the option to disable undos, which is
not the case as far as I know. The game (not the host, but _Battle for
Wesnoth_ itself) is the one that allows moves to be undone. It is rather
trivial to edit a scenario so that moves cannot be undone in that scenario,
but that takes place in UMC development (outside the game).
By the way, it is not that hard to abuse this when there is fog or shroud. One
option is to use multiple units, fast ones to clear the fog and slower ones to
make moves that can be undone within the cleared area. An easier option is to
turn on delayed shroud updates. So there would be no real justification for
the "without fog" part of your proposed warning dialog, even if such a dialog
had been possible.
