Details:

This is a proposal to fix bug #20227.

This patch is extracting the attribute next_underlying_unit_id from the level
WML and setting it using n_unit::id_manager::instance().set_save_id().

With this patch the engine error pasted in the referenced bug report is not
present anymore.

The code is the same in branch 1.10 and trunk, so that the patch should be
applied on both.
