Follow-up Comment #1, bug #20602 (project wesnoth):

This is probably an unwanted side-effect of changes to the animationWML syntax
(I am working with boucman on this).

Is this bug still happening after the last round of animationWML commits? It
looks fine to me (testing on 0.25 speed), but I am not sure exactly what you
mean by flicker?
