Using git bisect pointed me to r56169

introducing the bug.

The commit in question is jamit's and it is intended as a bug fix/part of a
bug fix for bug #20324, so I am reassigning this bug to him instead.

Although the bug reproduces pretty reliably for me since then, perhaps I
should take this opportunity to provide a more specific sequence of steps to
reproduce:

- Start the test scenario in debug mode
- Near the center of the map there is an enemy Soulless surrounded by various
player-controlled units, including an Elvish Druid. Note her maximum XP
(usually 80, 64 when given the intelligent trait).
- Use :unit experience=80 (or 64) while the mouse is over the Druid.
- Attack the ghost at (18, 12) with the Druid from the southern adjacent hex
at (18, 13).
