Follow-up Comment #4, bug #23633 (project wesnoth):
The cause of the problem appears to be one of the patches applied to Debian's
libvorbis packages as of version 1.3.4-2, namely
0003-Fix-hang-when-loading-Ogg-Theora-files-in-audacity.patch, as evidenced by
running my test program against an -O0 build of upstream's 1.3.4 with that
single patch applied.
Upstream's unmodified versions 1.3.2, 1.3.3, 1.3.4, and 1.3.5 don't appear to
have this bug (also tested with -O0 builds).
