Follow-up Comment #11, bug #25411 (project wesnoth):

Okay, well I found something but I can no longer demonstrate it.  I have
attached a jpeg of the initial set up in LoW Chief.  The fort that I point to
with the large red arrow WAS completely full of 6 orcs when I went back and
played 1.13 the first time tonight.  

After one replay where I failed miserably I went back to start and every
restart since then there are only 2 orcs in the fort.  And with only 2 orcs my
strategy from 1.12 is working again in 1.13.

I believe this was true of all the other forts as well.  When the scenario
fails it appears that all forts are full of orcs and that additional orcs are
possibly being spawned every turn.

I will try to reproduce it again tomorrow and get a screen shot.
