I think this is the wrong question.
We should consider adding campaigns and eras, not factions. If campaigns and eras are considered suitable for addition, then we will add any units and factions that come with them.
So, if someone designs a faction of units they want added, put it in an interesting era, and we will consider it.
Of course, modifications to existing eras and campaigns are possible, and suggestions to modify them in a way that adds new factions/units etc are also welcome, though they will have to pass a fairly rigorous test of being balanced.
