Greetings

A couple of days ago several developers had a discussion on IRC about  
the method by which we decide on some major decisions affecting the  
esthetic aspects of the game. In particular, issues such as naming  
units, unit descriptions, and  historical aspects on the game,  have  
no defined process as to who makes decisions on these issues.  
Currently we have an ad-hoc system, based partly on prior precedents  
which clearly has not worked well, as the recent controversy on the  
Soulshooter's renaming illustrated.

Given that the gameworld design is one of the most vital and complex  
area of our releases, I believe its prudent that we have a more  
formalized structure to deal with these issues as they come up. Thus  
we've decided (a group of several developers, including Dave) to  
create a committee to adjudicate these issues. It will be made up of  
five members, four of which will be active for most of the decisions.  
Dave will sit as the fifth member, but will only enter in discussions  
when the other four are at a deadlock. This committee is not supposed  
to rule on all issues, but for the most part it should be cognizant  
of most changes in these areas. For any issue brought before the  
committee for discussion would be voted on through majority voting,  
and in the case of a 2-2 split vote, Dave will cast the final vote.

Provisionally, we have put together a council of four individuals,  
that would sit on this committee and represent most of the main areas  
of wesnoth development that concern this area. At this time all but  
one of these individuals have accepted their position. They are as  
follows.
