Personally I like to opt in when data from my system is being send.
Maybe show a popup when there's no preference file where the ok does
send the data.

I see privacy as a pretty big concern, I think sending data without the
users agreement is a bad thing. When a user doesn't read questions and 
just clicks yes it is his/her own fault.
