If you really want to make a Wesnoth-based game. How about releasing 
your game GPL? Call on your users and developers to help you find and 
patch any bugs that appear in the code. This would allow for true 
software freedom, while resulting in code that isn't simply hidden, but 
actually  more secure. Your users could not only play your game, but 
they could take your game and modify it to suit their needs. You would 
create a foundation for other open source games.
