I don't remember there being any consensus or even any attempts at discussing
the platform for this particular point, on IRC or otherwise.

Furthermore, there wasn't any consensus among the forum administration on the
intended usage for the News forum [1], so it is currently just a mirror of the
frontpage news rather than the other way around.

That said, so far I have maintained this by posting to the forum and updating
the front page for every new release announcement. I don't think this is an
optimal approach in the long-term and I would rather remove the forum or make
the News section of the front page [2] dynamic content (either with PHP or JS)
taken from the actual forum posts.
Of course, if people absolutely want to use it, I can and will continue to
maintain it until a better solution comes up. I could give all developers
read/write access to the forum and continue to manually keep the site front
page up to date myself.

The front page is static HTML content mostly for historical reasons
revolving around resource requirements, I believe. This means that only
server administrators may change it, for obvious reasons. I do believe
our new host should be better able to handle increased loads, though.
