Substance Abuse has become the biggest epidemic in the entire world. In the
United States more priority is to reduce the drug use and availability which is
based in three strategies to stop the use before it is used, healing the drug
users and disrupting the market of illicit drugs. Last year alone the
president requested an increase $ 14.1 billion dollars to support the 3three
strategies, however he actually provided for an increase in FY 2009 by $ 459.0
million (3.4 percent over 2008 budget. While in east African countries are
striving to promote the poor citizens to cultivate more Khat (Marungi Trees for
easy cash making forgetting the hazards that are affecting youth in developing
countries. In Ethiopia, Kenya, Somalia and other countries like Uganda produces
3 times more then the food they cultivate for consummation in their areas. In
most Air ports of East Africa drug trafficking has grown high including ports
like Mombasa, Dar es Salam and others at Horn of Africa. Tobacco has become
another big killer today yet in some parts of East Africa tobacco and Alcohol
is promoted as safe substance. I think WNF need to consider some of these
topics and draw a conclusion and make a point of Action. As mentioned some time
back action taken by WNF can easily be backed up by International Narcotic
Control. As we might have known Southern Sudan has just emerged from the 21
years civil war. Most people came out with post war traumatic disorders. Second
we need to acknowledge that in a civil war the army and the rebels always use
drugs like Khat (Marungi) Cola, Cannabis Opium poppy cultivation and Tobacco
including Alcohol. In Southern Sudan the consumption of alcohol and Tobacco is
unimaginable if drums of alcohol finished in 3 days. While the tobacco
factories are as well swelling with more bundles of dollars. Well with much
respect how do we answer this question {Is substance abuse not an epidemic}.
However to conclude East African countries should propose a budget summary that
also details some agencies resources to function that can categorize activities
of emergencies to control drugs. For example resources that may fund efforts to
educate citizens on the danger of drug use designed as prevention. Also similar
funds can be used in supporting drug control programs outside the Southern
Sudan. Other functions should include treatment, domestic law enforcement and
interdiction. Under this proposal more resources can be obtained from the
United Nations Office on drugs and crime (UNODC) for interdiction activities
realize an increase over the previous Fiscal year. While domestic law
enforcement and prevention and other programs that has no health hazards are
reduced.
