In this part B, I am by no means distratcing us from the course that WNF 
desires to take. But rather, as a side kick,  fuel us into into raising the 
bar-for our much need "West Nile's Transformation". I shall again give some 
example of Pincer group International:
 
1) The Pincer Group Internationa(www.pincergroup.org):This group was founded by 
West Nilers(Milton Mutto- a Kakwa), Tom Duku-a Madi Okolo),George Piwang-an 
Alur), David Dronyi- a Kakwa, Victor Avasi Oluo-an Ayivu from Muni. They seek 
to be the leading consortium in social transformation in Africa.
 
On one occassion, they challanged The Donor Community,Goverment of 
Uganda(Ministry of Education, Prime Ministers Office-Northern Uganda 
Reconstruction)  in a stake holder's workshop about the inadequacy 
of PRDP(Peace Recovery Development Programme) and PEAP(Poverty Eradication and 
Alleviation Porgramme) and NUSSAF. Their position was that with Continual piece 
meal funding, Northern Uganda will remain poor, conflict area and marginalised 
from the rest of Uganda.
 
For example, in them unpackaging Education alone( as a key component of poverty 
eradication) within the frame work of Government of Uganda's PRDP/PEAP/PAF 
programmes for Northern Uganda, their EVIDENCE based research concluded that 
for Northern Uganda to catch up with Western Uganda, The GoU will need to 
invest additional 1.5 billion per school( for teachers' houses, additional 
class room and investment for teacher's capacity development) over the next 2 
years( 2009-2011).
 
In basing my further analysis to the Monitor of Thurday 29th April 
2010,( Northern Uganda to get Shs319b for community development 
http://www.monitor.co.ug/Business/Business%20Power/-/688616/902184/-/lings5/-/index.html), there
 shall be 40 districts  sharing this money. But from the detailed statement of 
the PS Prime Ministers' office, the money is actually 77 billion(2010 -2012) 
implying each of the 40 districts shall get Shs 1.93 billion  over 3 years(If 
it is Shs 319 billion, then Shs 8 Billion) and way below the daily economy of 
Bushenyi valaued at Shs 2.3 billion per day!).
 
Therefore, it would be prudent for a delegation led by the President of MNF  to 
touch base with them and share with us other findings as well. Perhaps we even 
could utilize some of their data to help us to eventually re-align our selves 
with other priorities of Local Governments.They are found on Plot 46 Bukoto

Amoungst other strides they made (which i appreciate) was their insistance 
that GoU upgrade's Moyo Technical Institute and Muni NTC into Universities(but 
within the GoU's frame work of PEAP/PRDP and not the establshment of satelite 
branch of Gulu University in West Nile like was going to be the case!)
 
In conclusion, ours as Northen Uganda(West Nile) is like the case of being 
in emergency ward.....and on drip(especially for us who are enligthened!).The 
bussiness community(ARUA BOYS!)  or what we would call these days the PRIVATE 
SECTOR-through cross boarder trade have led us over the last 30 years 
and paved way for our development more than we the intelectuals(in my 
opinion).On a personal note, this is why I support the endeavors of this 
Foundation. However, good ideas are useless unless implemented. Lets keep our 
eyes on the ball DESPITE our divergent political believes. Mr President, 
what will be the deliverables for MNF over the next 1 month or 2?
