I have been reading the budget speech that was read in parliament on 08 June
and I am particularly very happy with the presentation on reduction in public
expenditure and this includes the cost of public administration,an issue that I
have written about here which I had opined that this needs to be cut,I think
what is written in that speech outlining actions to reduce public expenditure
is an excellent move by our financial strategists!
Another wonder in the budget is the VAT exemption on supply on solar energy and
generally the development on the energy sector,others I'll highlight the key
points in my view as follows:
-removal of excise duty on parafin
-removal of import duty on hoes
-50% reduction of excise duty on sugar
-we are increasingly financing the budget on our own resources and relying less
on donors
-significant portions are being allocated to agriculture,health (including
maternal and reproductive care,a topic that was discussed here before) and
transport infrastratural development,i.e railroads,air transport (construction
of Arua Airfield terminal and status as an international airport),etc
I was also happy to read the Presisent's report on peace and security
especially the effective enhancement of our military capabilities e.g creation
of specialized regiments like the marines and special forces,restructuring of
the armed forces into land and airforces,equiping of the armed forces,etc (a
topic that has also been discussed here before) and the role of our armed
forces in infrastructural development e.g railroad develpoment as stated in the
national plan.Actually railroad transportation is a strategic infrastracture
that the military stands to benefit in terms of cost savings benefits.
-there's something on oil and job creation/employment
Another positive element was the topic on ratification of the Cotonou
Agreement,which defines the EU's framework for funding to Uganda.
Generally I see that most of the issues we have discussed here are being taken
very seriously and is influencing national policy.Keep it up guys and let us
comeout more!
