Various ideas, suggestions, observations and and some suggested solutions
have been  communicated by various people on this forum regarding this
issue of poor education quality in West Nile. However, how we try to
address this problem will depend on how plan to influence any changes to
the educational quality in West Nile. As this problem is enormous and has
complex interaction of the various factors, we should not be in a rush to
take actions without properly understanding and evaluating the various
factors and how they interact to influence the whole education system in
West Nile.
If we rush to begin actions without properly understanding the various
factors and interaction, and their impact we may end up shooting ourselves
on our own foot. Mr. Alaka has mentioned in one of his responses to Charles
Male's suggestions - that they are busy organizing nightly planning
meetings concerning this issue. I think we should give them time to plan
the establishment of the committee, and establishment of the terms of their
responsibilities  (which I think is the most important step - getting a
committed members who are willing to volunteer to carry out this project).
As Charles Male suggested a committee of 12 - 14 committed people should be
sufficient. While I am aware of some of the religious issues that may
arise, we should not be bogged by that as long as we have very capable and
committed people who are willing to go out and conduct hearings in each of
the districts with the stakeholders to get a real picture of the problems
and the views of the various stakeholders to corroborate some of the
research reports the committee may have (which were posted on this forum).
I think it is important for this committee to have its own independent
findings in order understand the issues, factors and their interactions
better. The research reports can be used as a background study to undertake
the hearings with the various stakeholders. Careful deliberate planning is
more important at this time I think. This problem has been built over a
long period of time and it will not be addressed by rushing to quick
fixes....
