Nyaks, the technical procedure is a normal standard operating procedure - there 
is nothing special and different. Electrical energy produced from the units is 
taken to an HV sub-station located at Karuma dam itself(may be 220kv, 132, 110 
etc substation). This substation shall have a series of circuit breakers and 
switchgears that distributes electrical energy to other substations - these 
downstream substations are the ones they talked of in the newspapers - viz 
Kawanda, Lira, Kamdini. Certainly, there shall also be Distribution substations 
located between Karuma and kawanda to distribute power to areas in 
between...e.g A Substation could be located in Kigumba and with a series of 
switchgears, power is distributed to areas like Masindi, Hoima etc. In general, 
this is what we call being connected to the national grid!!
 
What the Hon MPs should be asking the technocrats in the Ministry is as to 
whether an Off-take from the Karuma substation to WestNile has been 
planned(This information should already be there if at all it is true) coupled 
with the neccessary downstream substations at load centres in 
Purongo/Anaka/Amuru and eventually in Pakwach/Nebbi/Arua/Koboko. They should 
also find out as to the whether the neccessary MV Distributions lines(to the 
load centres) and their associated ancillaries have been planned. 
 
Yes, Hon has told you that a study is being undertaken for this connectivity. 
Well, have the consultants held inception meetings with the stakeholders(LCV, 
MPs, LCIII, LCI, Consumers etc)? This is usually the norm. IF NO, we are for a 
ride and we should re-design another strategy well knowing that time is not on 
our side. Members, 220kv , 132kv lines usually take very long to build due to 
the complexities involved but that should not stop us from demanding.
 
LET US NOT WAIT FOR THE MEAT TO BE DISTRIBUTED AND THEN COMPLAIN THAT WE DID 
NOT RECEIVE A PIECE - EVEN IF WE DID'NT KILL THE ANIMAL, WE ARE MEMBERS OF THE 
FAMILY.

Hi members, I was having a chat with Hon. Atiku Bernard on this very Karuma 
Power distribution and this is what he wrote to me verbatim:

Hullo Alfred? Thank you for showing concern. The truth is that wé have already 
engaged ministry of energy over this and they have assured to connect us to the 
national grid. We have also been told a study is under way to implement this 
with funding already secured from world bank. 


While Adjumani and Moyo the national grid is almost done. As for power that 
will be generated in Karuma, it will first be evacuated to a transmission 
center before putting it on the national grid which is à technical procedure. 
My thinking is that before the completion of the Karuma project West Nile shall 
be fully connected to the national grid. 


For your information this is development interest number one for us as leaders 
from West Nile. I invite all of us to keep our eyes open and mount pressure 
together on government to get all that is due to us.

Behind the scenes lobbying of influential people like Salim (Caleb)
Saleh from his namesake, Caleb Alaka may be more fruitful. Remember
that Salim Saleh is developing properties in Arua! Caleb, I think WNF
may be more successful in leadign this fight to get WN into the
National grid!

Not sure what is happening politicians across the country BUT -- even
our own Hon Kassiano Wadri MP, who was vocal in the past has gone
quiet! Their silence was a subject of speculation by none other than
former Mu7 confidant now turned critic Justice Kanyeihamba. When was
teh last time you heard Mao, Otunu, Muntu etc ect publicly criticsing
gov't? Looks like Besigye has regained his poisition as the undisputed
opposisition leader.

BUT let us for now encourage behind the scenes lobbying from the likes
of Moses Ali, James Baba, Alex Onzima spearheaded by WNF.
