Nile. If this fellow is qualified in his field, please let him prove it to the

Ladies and Gentlemen,
I do not understand as to why "We" should contribute anything to this welcome 
"party". I personally and sincerely congratulate Mr.Dibele? and the people of 
Arua upon his appointment to the office of RDC after a very long time of having 
a non-starter as RDC but contributing sums of money for this 'party' after 
school fees season is a troubling. Why cant the owners of the money(NRM party) 
square the full expenses? Someone(not the?mouse)?can?surely approach the NRM 
party and inform them that the "people of Arua are very happy' with the 
appointment of their son to this position and should they want more votes, they 
should comply(not vote buying). In any case, 'other' people are given free 
money to the tune of billions, why cant we just request a small amount of 50M 
for celebrations?
Personally, I will not contribute any money but I shall be there enjoying the 
meat and drinks that follow whether I am invited or not.

Thanks Lino for spearheading this. Congs to Debele (tho I have always thot he 
is Mr. Dibele). That said, I presume there shd be a similar congratulatory do 
brewing in Arua. I suggest we host him here in Kla, reasons being we have 
hardly come out of the prangs of school fees syndrome n we got Mr. Candia's 
function this weekend.  Back 2 back trips 2 Arua over weekends may not be easy. 
 
I  also suggest that u take up the mantle and chair this effort. You may want 
to get in touch with Debele 2 set aside that date too.

You are all aware of the recent appointment of Mr. Peter Debele as RDC Arua to 
replace Ibrahim Abiriga. I consider the appointment a very positive step in 
bringing sanity back to the administration of Arua District and on that note, I 
congratulate Mr. Debele upon his appointment, which in my opinion was long 
overdue.
I was sharing with a few individuals in Kampala about this appointment and so 
far everyone consulted agreed that this was a positive move for us as 
stakeholders in the District. A proposal has been floated to give Mr. Debele a 
resounding welcome in a welcome party. Several people have committed to 
contribute to that end.?
The object of this email is therefore to bring this to your notice and seek 
your opinions, engagement, involvement and support. It is proposed the event 
takes place on the week end of 22/02/2014. I also suggest that a small 
committee of about 3-5 persons be formed to coordinate our efforts. These are 
my thoughts.

This is a most welcome idea. The appointment of Mr. Debele is welcome. As 
noted, this may bring some sanity in many ways in the administration of the 
district and in sorting out some local issues. However, he will need support. 
He can be a leverage in some ways. We need to play our cards right and ride 
above many petty divides and embrace our diversity as a tool to spice our 
local, regional, and national development.

Congratulations Mzee Debele.

I will make my contribution to the committee which will be charged with making 
operational this plan.
