Wget 1.9.1 on Windows has a known bug of misrepresenting error codes (this has been fixed in 1.10, which is now in beta). The error reported by IE is presumably caused by Wget requesting an "impossible" range, but it is hard to be sure without access to the debug output. If you can repeat this problem, please mail us the output with the `-d' option.
