Your Send command on connect is incorrect.  Should be:
GET /webgate/suterlaw.nsf/vwFiles/StatHTML/$FILE/index.html HTTP/1.0\r\nAccept: 
*/*\r\nUser-Agent: Ipswitch_Whatsup/4.0\r\n\r\n

You do not put the host part (www.suterlaw.ch) in the send string as WhatsUp Gold gets 
the device info from the
map device.  You create a Custom service as above and then assign it to a map device.
