Finally got it working, with help from Dave at AON Consulting (cheers Dave!!!). 
It seems that in order to get the pager notification to work on it's own you
need to get lucky with the TAP terminal (message center) that you're dialling in
to.  Vodafone's public access TAP interface didn't want to play, I tried
one2one's interface and it worked first time.  It's a public access TAP dial-in
so I've decided to stick with it.

 I set WUG up to beep my pager on one alert, and also send email to my pager
number. the email looks great, very detailed.
