I can add a couple more things to this thread.

This error can be reproduced by installing the Text to Speech plugin and
then uninstalling Microsoft SAPI5.  The errors occur when a TTS alert is
processed.  The original message said "no text to speak alerts configured"
but my experience is that alerts can easily hide.  Check the Notifications
Tab for every open map (if this tab is not not enabled,  use Configure ->
Program Options -> Map Settings -> Optional map views).

The fact that other alerts do not get processed whilst the error dialog is
not acknowledged is something that I've duplicated and entered into our
database.  The work-arounds are very straightforward:

1) If you want TTS notifications then re-install the plug-in.  This will
re-install Microsoft SAPI5 for you.
2) If you do not want the TTS notifications then unregister the DLL using
the REGSVR32 or SVCINST methods previously mentioned.

You need an immediate fix to stop the erroneous messages, so unregister the
TTS (Text to Speech) DLL.

This can be done from the command line using Regsvr32.exe:

   Regsvr32.exe -u WUGTTSNotification.DLL

You may also want to uninstall "Microsoft SAPI5" using the Control Panel
Add/Remove feature.

When you get your soundcard for the server,  then you re-run the WhatsUp
Gold installation in order to reinstall the TTS component (which includes
SAPI5).

In the meantime we will be investigating whether the ""Cannot create tts"
dialog is all that it should be.  It does not sound kosher that all alert
processing should cease in the way described.

I'm getting an error message that states, "Cannot create tts".  It pops
