In the GUI in v7.0, if you use Configure -> Program options and press OK then the load order gets put into alphabetical order. The load order won't change simply by running the GUI - you have to change any program option.
I went back to v5.01 and confirmed that the GUI config was a comma-separated list, giving one control of load order. Thus, I agree that this is a defect and have now entered it into our database as such.
