In version 7.03 the web alarm will sound if there are Unacknowledged Down or SVCDown events. Once the device is back in an UP or SVCUP state you should not hear the webdown.wav. You will still see the devices where an event took place, i.e. it went down and came back up. These devices have the highlighted display name and the Acknowledge button will be active in the web interface.
Now if you do not wish to hear these Webdown alerts every time the browser refreshes (it uses browser refresh frequency instead of poll triggers), then you could minimize the browser window. Whenever you wish to view the window, restore it and when it refreshes it will show you the current status. Unfortunately, the toggle for this exists only as an "On/Off" switch in the web configuration panel. It's not really a device alarm notification, it's a web status change configuration.
