NetIQ has a free tool called Qcheck (http://www.netiq.com/qcheck/default.asp)that allows testing throughput via TCP or UDP. It has also an streaming test. You need to install an agent at the other end of the link but they have agents for different platforms. The agents are also free.
WUG has a throughput tool however I think it�s not so consistent Hope it helps.
