You might want to look at some of the solorwinds products, the network
performance monitor shows the usage and packet loss. And if you think
you are not getting all of your bandwidth you can use the wan killer to
put a load on the line. It works very well, but if you use the wan
killer when users are around they will not be going anywhere.

But MRTG only monitors bandwidth utilization, not bandwidth available. I
don't know of anything that monitors the available bandwidth. Anyone any
thoughts?

I use MRTG to monitor traffic utilization on our T1's we provide to
customers. It will give you a daily, weekly, and monthly breakdown of

bandwidth.
