Most Dicom apps are not run as services.

DICOM listens to port 104.  It is a TCP protocol that is defined
in rfc 3240. You can define a TCP/IP service to send a message to port
104 and evaluate the response (Configure->Monitors And Services...).

Folks usually start out by telneting to the port to see what gets
returned when you connect. Often you will need to understand at least
part of the protocol to get accurate status from the service.
