For my part, I never use the 'pager' option.  I email the pager.  I still
have issues with Arch holding on to pages for hours or even days.  This is
why our company is going away from Arch.  But, for the most part, the email
option works.  For the on call requirement of my contract work, we switched
to Skytel to resolve some other issues and it seems to have resolved the
delay issue as well.
