Maybe you can just ping a server on the internet and send an alert via modem if it goes down? If you put a monitor on www.altavista.com you could probably count on the fact that it's your internet connection that's down and not altavista.
I presume that's the WUGservers connection that you want to monitor.
Just an idea...

The LAN with the WUG server has gone down a couple of times (DSL
connection)! What are some simple solutions for Pinging,
etc.. the Wug server from a remote location?
