Dan,

I had similar problems with a couple of dirty fractional T's at a
location in Toronto.

I have WUG setup to monitor the WAN interfaces of our Internet
connection routers - when they are unavailable; the WUG server triggers
an executable alarm; which dials a backup ISDN connector. 

When the WUG server can get to those WAN interfaces from the dial
connection - the Internet connections are deemed UP; and on the
subsequent UP alert I pass a WUG notification variable to a batch file
which on the event that it sees an "UP" message, it triggers a dial
disconnect event and the server will monitor out the primary Internet
lines.

Works like a charm after about a week of troubleshooting.
