Etherpeek shows there are occasional slow retransmits on the GET but they don't always correlate with the missed polls so we've ruled the other other end out for now. Even then, the traces always show the complete page getting back every time with proper FIN sequencing within 5 seconds. Time for (argh!) wug debug.

That can be problematic if the failure is very intermittent. Perhaps you could use a packet capture tool (like Ethereal). Even with a decently configured filter you will get a large capture... but then you will be able to use your WhatsUp Gold log to get your Down timestamp and then use that time to help locate the right packets in your capture.
