I've found the condition "<%IF%
IS_CONFIGURE_REPORTS_ENABLED>" in 2 files topview.asp
and mapdetails.asp in \Program Files\WhatsUp\Web
folder. So you need to block users with this condition
in topview.asp: 

1) Open topview.asp in notepad
2) after  "<%IF% IS_CONFIGURE_REPORTS_ENABLED>" add
one more condition, for instance, - type one more
line: <%IF% IS_USER_CONFIGURE_USERS> 
3) add one more <%ENDIF%> right after the "<A
href="ReportPerformanceGraphs.asp">Performance
Graphs</A></TD></TR></TABLE>" line.
4) save file

Done. In top view users with the "Configure Reports"
privelege but without "Configure Users" cannot access
"Recurring Notifications" option. 

You can always restore default WhatsUp web interface
with original files from the \Program
Files\WhatsUp\WebTemplateArchive\Classic folder.
