No, it is not. It has a 95$ price tag. If you have a GSM device, one usually
gets the modem driver for the serial cable and/or the IrDA interface from
the manufacturer for free or for a small amount. Tools like DirectSMS
provide complete S/W coverage for sending out SMS over a modem or here
specifically over a GSM phone.

WUP does support limited SMS capability over a modem. The problem is usually
finding the correct provider data and settings. Not always easy and mostly
very time consuming.
