If these users have known IP ranges or networks, then a very simple ACL on
your router should keep them from hitting the web.

I was asked if we had the ability to block a small amount of users from
accessing the internet while retaining web access to our internal web apps
in our local lan.
We run a 70+ campus network that is entirely switched except for a single
router. Though we have evaluated some enterprise class products like
Websense that would handle this with ease, I have never looked at a small
solution just for a couple users in one department.
Do any of you have any recommendations of products or configurations you
would share with me?
