Initial Comment: Currently the navigation component only renders the items in the current 'view':

Otherwise it is not possible for users to see whether they have more items to display.
The << and >> items should be configurable of course.

this does seem to work fine. however, since this is in core, i wonder if the << >> text shouldn't be the default since it doesn't require localization...
PageableListViewNavigator.html is english-only.
