The second is for graphic devs very hard. If one changes graphics, he has to 
put the atlas into a branch and upload for testing? This may cause heavy upload 
traffic. What is meant with "various resolutions"? Will this restrict the 
resolution options? F.e. no 800x600 resolution anymore?

The more i think of it the first one would be better. The main reason against 
this, is that the atlas has to be build on the users computer and needs some 
time... May there could be some kind of slideshow and/or descriptions of the 
game to bridge the time for the user while in the background the atlas is made?
