That would depend where you start it. LiveJournal is the only place I know 
any specifics about - it has community maintainers and moderators with 
increased levels of access, but not to the extent that it's like a wiki. Of 
course, you could give all your members maintainer access which would be 
close to the same concept.

I don't know how Wikia's blogging initiatives work, you'd have to ask them.
