Just before it's added. I'd like to make 2 notes on the best method to 
apply the indicator:
* The (0) isn't a good idea for a nonexistent page. That would perhaps 
be thought of as how many unread messages are left. But the page can 
exist and have no unread messages.
** Which gives an interesting idea; The talk page can have a (#) beside 
it showing the number of edits since the user last read it. So if a user 
is working on an article they can see any new messages that they may 
have missed.
* A note about the color too; The bar that the talk notice is on is a 
bright golden yellow color. If you place red on top of it, it will 
either be hard to see, or strain people's eyes. I suggest a light gray 
or light gray with shadow to signify a nonexistent talk page. Many users 
will associate a grayed out link to mean disabled/inactive/nonexistent, 
etc... But to avoid them thinking it's completely disabled, make it 
appear like a normal active talk page link when you hover over it. 
(Simple explanation: Any active link should show a small difference in 
it when hovered over. Many people do hover over buttons before thinking 
that they are unusable).
* I suggest similar for the Article link (except the message counter)
