Those files don't exist.

This new architecture loads two files to achieve a look:
/skins/quartz/css/main.css (for layout)
/skins/quartz/beach/css/main.css (for colour)

Editing MediaWiki:Quartzbeach.css, for example, won't do anything  
becuase it is never loaded.

To customize your wiki for all to see, the Admin Options section at  
the bottom of the skin chooser must be set to Custom. When set to  
Custom, the two files are:
/skins/quartz/css/main.css (for layout)
MediaWiki:Quartz.css (for colour - only editable by admins)

By default, MediaWiki:Quartz.css is prefilled with the styles from  
the Sapphire skin, just to give you a starting point. If the look  
you're going for is closer to Brick, for instance, you can copy the  
contents of /skins/quartz/brick/css/main.css and paste it into  
MediaWiki:Quartz.css to get you started.

All of the above is for admins to edit their wikis for all to see. To  
change your personal view of things, you can edit User:Username/ 
quartz.css
